Jess Fuller Mohn is the talented cosmetic tattooist and owner of In Bloom Tattoo Collective, an all-female tattoo shop located in the heart of downtown Peoria, Illinois. After years of honing her craft in Los Angeles, Jess returned to her hometown, bringing with her a wealth of expertise in the art of cosmetic tattooing. My name is Emily Sartin.

I have been a Licensed Esthetician since 2018. I found PMU so fascinating from the beginning and graduated my first training in July 2020. I've studied through Tricoci University, Beauty Angels Academy (x3), Mara PMU (for eyeliner), Portland Tooth Fairy (for gems & whitening), and still continue with constant education to provide top quality work in the ever-evolving world of beauty and skin care. Before PMU, I specialized in body waxing, which I've continued to offer since I still find so much joy in it. I really enjoy learning, connecting with my clients - finding new and exciting ways to be creative. Outside of my career, you'll catch me with my 3 kiddos and my endlessly growing fur family. I love to nap, watch new movies/shows, and paint something silly.

My name is Sheryl Howat.

Sheryl Howat, otherwise known as HowBrows, is a cosmetic tattoo artist that specializes in powder brows and nano brows. She’s from central Illinois & also works as an orthopedic surgical technologist at a local hospital. Sheryl took her need for an artistic outlet and mixed in her procedural experiences to find a passion in cosmetic tattooing. Her favorite part about working in this industry is watching a client’s face light up seeing their new brows for the first time. Outside of her careers, you can frequently catch Sheryl watching the Cubbies with her husband, loving on her pets, or reading a good book with a coffee in hand.

My name is Morghan Silotto.

From Young age I saw the beauty in body modification. Cosmetology seemed like the natural choice straight from high school. After graduating from Oehrlein School of Cosmetology in 2024 I looked further into body mods. I began training with accomplished Pierce and friend, Emily Sartin. In 2025, I found a home at In Bloom piercing alongside Emily.

I’m committed to providing a safe, professional, comfortable experience for all of my clients. I apply my knowledge in sanitation and anatomy every time I pierce. Pursuing educational opportunities and staying up to date with new techniques and trends is vital to the Piercing Industry. I continually look to the piercing community for shadowing opportunities.

I love weird music, weird movies, and buying things second-hand. Everything I do, I do for my cats.

My name is Maggie Dwyer.

Maggie is a 25-year-old, dedicated mom. She has six years’ experience as a Cosmetologist. She joined the world of permanent makeup in 2023 and is now certified in both Microblading as well as Powder Brows. Her journey began under the mentorship of both Fuller Brows and Fortitude Studio. Maggie is continually expanding her knowledge of the PMU field. She is currently studying the art of Nano Brows with Mosha Studio.

Her Ultimate goal is to provide a space where individuals feel seen and empowered in their authentic selves. When not at the salon or shop, Maggie is spending time in nature with her family, thrifting, and enjoying live music!

My name is Destiny.

My passion for art started at a young age and manifested in a perfect way to allow me to create beautiful art on people. I’ve been tattooing for four years. In that time I have been fortunate enough to work with incredible people and hone in on my own style. When I’m not tattooing, I express myself through painting on canvas and watercolor paper with tattoo inks. Outside of work, I am the obnoxious mom cheering my son on in everything he does, especially flat track racing. I also specialize in wrangling my two goofy pups! I love being challenged to try new art forms and would love the opportunity to create something unique and personal to you.
